of buying, installing, operating, maintaining and replacing a lighting system over a defined service period, rather than simply comparing the purchase price of the luminaires.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Cheap fixtures win.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At least they win the spreadsheet when procurement puts Supplier A at&nbsp;<strong>$42<\/strong>, Supplier B at&nbsp;<strong>$48<\/strong>, and Supplier C at&nbsp;<strong>$54<\/strong>, sorts the column from lowest to highest, then assumes the $12 difference represents money saved across the project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Does it?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maybe Supplier A really is the better buy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But perhaps it consumes 6W more, has a poorer driver, requires 15% more fixtures because the optical distribution is weaker, produces more early failures, takes twice as long to service, and becomes impossible to match when replacements are needed three years later.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now which fixture costs less?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s the question I care about.<\/p>\n\n\n\n<h2 id=\"fixture-price-is-only-cost-no-1\" class=\"wp-block-heading\">Fixture Price Is Only Cost No. 1<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">A serious commercial-lighting cost model should consider at least:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>TCO = Acquisition + Installation + Energy + Controls + Maintenance + Replacement + Failure\/Downtime + End-of-Life Costs<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then, where appropriate:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>minus incentives, rebates or residual value<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And for longer evaluation periods, those future cash flows should ideally be discounted to present value.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Already more complicated than:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">$42 \u00d7 1,000 fixtures.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">But much more useful.<\/p>\n\n\n\n<h2 id=\"let-s-compare-two-equivalent-fixtures\" class=\"wp-block-heading\">Let&#8217;s Compare Two \u201cEquivalent\u201d Fixtures<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a commercial office needs&nbsp;<strong>1,000 luminaires<\/strong>.<\/p>\n\n\n\n<h3 id=\"product-a-low-purchase-price\" class=\"wp-block-heading\">Product A \u2014 Low Purchase Price<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Unit price:\u00a0<strong>$40<\/strong><\/li>\n\n\n\n<li>Input power:\u00a0<strong>36W<\/strong><\/li>\n\n\n\n<li>Expected installed quantity:\u00a0<strong>1,000<\/strong><\/li>\n\n\n\n<li>Warranty: 3 class=\"wp-block-paragraph\"><strong>$25,920<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suddenly the fixture that cost&nbsp;<strong>$8,000 more<\/strong>&nbsp;at purchase saves&nbsp;<strong>$25,920<\/strong>&nbsp;in simple undiscounted electricity cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And we haven&#8217;t touched maintenance.<\/p>\n\n\n\n<h2 id=\"doe-uses-the-same-logic\" class=\"wp-block-heading\">DOE Uses the Same Logic<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This isn&#8217;t a salesman&#8217;s theoretical argument.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Department of Energy&#8217;s Federal Energy Management Program explicitly evaluates efficient products using&nbsp;<strong>life-cycle cost<\/strong>, stating that an efficient product is cost-effective when its discounted lifetime energy savings exceed any additional upfront cost.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For its representative commercial&nbsp;<strong>2 ft \u00d7 4 ft LED luminaire<\/strong>, DOE calculated that a fixture meeting the June 2023 FEMP efficiency requirement could cost up to&nbsp;<strong>$135 more upfront<\/strong>&nbsp;than a less-efficient model and still be cost-effective. Its comparison assumed&nbsp;<strong>3,600 operating hours per year<\/strong>, a&nbsp;<strong>15-year life<\/strong>, a&nbsp;<strong>3% discount rate<\/strong>, and $0.099\/kWh electricity. The best available model in its June 2023 dataset produced up to&nbsp;<strong>$161 in lifetime energy savings per luminaire<\/strong>. A 25W track head that cannot deliver the required CBCP or beam distribution may force you to add more fixtures.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Then the supposed energy saving disappears.<\/p>\n\n\n\n<h2 id=\"fewer-watts-can-still-cost-more\" class=\"wp-block-heading\">Fewer Watts Can Still Cost More<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose:<\/p>\n\n\n\n<h3 id=\"fixture-a\" class=\"wp-block-heading\">Fixture A<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>30W<\/li>\n\n\n\n<li>3,000 lm<\/li>\n\n\n\n<li>correct optic<\/li>\n\n\n\n<li>100 units required<\/li>\n<\/ul>\n\n\n\n<h3 id=\"fixture-b\" class=\"wp-block-heading\">Fixture B<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>24W<\/li>\n\n\n\n<li>2,700 lm<\/li>\n\n\n\n<li>weaker photometric distribution<\/li>\n\n\n\n<li>120 units required<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Connected load:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fixture A:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>30W \u00d7 100 = 3,000W<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fixture B:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>24W \u00d7 120 = 2,880W<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Energy is only slightly lower.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But Product B now needs:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>20 extra fixtures<\/li>\n\n\n\n<li>20 extra installation points<\/li>\n\n\n\n<li>more track or cabling<\/li>\n\n\n\n<li>more commissioning<\/li>\n\n\n\n<li>20 additional maintenance points<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">The 24W product isn&#8217;t automatically the cheaper system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why&nbsp;<a href=\"https:\/\/chineseledlight.com\/ko\/project-support\/\">project photometric evaluation<\/a>&nbsp;belongs inside TCO.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">You buy the project result.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not watts.<\/p>\n\n\n\n<h2 id=\"efficacy-matters-but-don-t-worship-lm-w\" class=\"wp-block-heading\">Efficacy Matters, But Don&#8217;t Worship lm\/W<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">DOE&#8217;s current FEMP criteria list, for example, minimum efficacy levels of&nbsp;<strong>131 lm\/W for commercial linear ambient luminaires<\/strong>&nbsp;and&nbsp;<strong>140 lm\/W for 2 \u00d7 4 ft troffers<\/strong>, with still higher figures for some industrial categories. (<a href=\"https:\/\/www.energy.gov\/cmei\/femp\/purchasing-energy-efficient-commercial-and-industrial-led-luminaires\" rel=\"nofollow noopener\" target=\"_blank\">The Department of Energy&#8217;s Energy.gov<\/a>)<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Useful benchmark.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But efficacy alone doesn&#8217;t tell me:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>glare<\/li>\n\n\n\n<li>distribution<\/li>\n\n\n\n<li>beam quality<\/li>\n\n\n\n<li>color quality<\/li>\n\n\n\n<li>thermal behavior<\/li>\n\n\n\n<li>service life<\/li>\n\n\n\n<li>driver reliability<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">You could produce 170 lm\/W in a luminaire nobody wants to sit under.<\/p>\n\n\n\n<p class=\"wp-block-heading\">Access Cost Can Exceed the Luminaire Cost<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">This is brutally obvious in:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>airports<\/li>\n\n\n\n<li>atriums<\/li>\n\n\n\n<li>warehouses<\/li>\n\n\n\n<li>shopping malls<\/li>\n\n\n\n<li>hotel lobbies<\/li>\n\n\n\n<li>factories<\/li>\n\n\n\n<li>high-bay installations<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Imagine a $70 high-bay fixture.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lift rental and labor to replace it:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>$300<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Would saving $8 on the original luminaire look clever if failure probability doubles?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s why I want to know about:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>driver temperature<\/li>\n\n\n\n<li>capacitor rating<\/li>\n\n\n\n<li>LED operating conditions<\/li>\n\n\n\n<li>surge
