Files &amp; LM-79 Reports: How to Evaluate Lighting Substitutions"},"content":{"rendered":"<p class=\"wp-block-paragraph\">An LM-79 report is one of the first documents commercial lighting buyers should check when evaluating an LED lighting substitution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cApproved equal.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Three dangerous words.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A contractor submits a replacement downlight that looks almost identical to the specified fitting, claims the same 25W input power, produces roughly the same total lumens and even carries the same 3000K\/CRI 90 headline specifications.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So it&#8217;s equivalent?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not yet.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">When I review a lighting substitution, I don&#8217;t care whether the supplier can find a product with similar wattage and a close-looking housing; I want to know whether that fitting puts the required amount of light in the required directions, under reproducible test conditions, without quietly changing beam shape, intensity, glare or project illuminance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s the test.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And the documents that start answering it are usually an&nbsp;<strong>LM-79 report<\/strong>&nbsp;and an&nbsp;<strong>IES photometric file<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Illuminating Engineering Society updated the measurement standard again in 2024.&nbsp;<strong>ANSI\/IES LM-79-24<\/strong>&nbsp;covers reproducible electrical and photometric measurements of solid-state lighting products, including total luminous flux, electrical power, efficacy, luminous-intensity distribution and color-related quantities under standardized conditions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That matters because a substitution should be compared with measured product performance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not brochure adjectives.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img id=\"first-lm-79-and-an-ies-file-are-not-the-same-thing\" class=\"wp-block-heading\">First, LM-79 and an IES File Are Not the Same Thing<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">I still see the terms mixed together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A supplier says:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cWe have IES LM79.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">What exactly do you have?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An LM-79 laboratory report?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An&nbsp;<code>.ies<\/code>&nbsp;photometric data file?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A PDF polar curve?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A lighting calculation?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Those are related.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">They&#8217;re not solid-state-lighting testing uses&nbsp;<strong>absolute photometry<\/strong>, meaning the complete LED luminaire or integrated lamp is measured as the operating system rather than treating the source and fixture as separable photometric pieces.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That distinction matters enormously for substitutions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Change the optic?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">New photometry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Change the output package?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Potentially new photometry.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Change the COB position?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Maybe new distribution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Change the reflector?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Definitely don&#8217;t assume the old file still applies.<\/p>\n\n\n\n<h2 id=\"an-ies-file-isn-t-a-product-brochure\" class=\"wp-block-heading\">An IES File Isn&#8217;t a Product Brochure<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">However, the&nbsp;<code>.ies<\/code>&nbsp;file is where lighting designers start doing something useful with the measured distribution.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An IES photometric file contains structured luminous-intensity data\u2014candela values at defined vertical and horizontal angles\u2014so software such as AGi32, Visual, DIALux or other lighting-calculation tools can model what the fixture actually does inside a project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why IES guidance tells designers to obtain manufacturer IES-format photometric files for products being considered and use those files both to compare luminaires and perform lighting calculations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s the correct mindset.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cBoth fixtures are 3,000 lumens.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">But:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\"><strong>\u201cWhere do those 3,000 lumens go?\u201d<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Much better question.<\/p>\n\n\n\n<h2 id=\"same-lumens-can-produce-completely-different-lighting\" class=\"wp-block-heading\">Same Lumens Can Produce Completely Different Lighting<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Let&#8217;s compare two hypothetical 3,000-lumen commercial downlights.<\/p>\n\n\n\n<h3 id=\"luminaire-a\" class=\"wp-block-heading\">Luminaire A<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>3,020 delivered lumens<\/li>\n\n\n\n<li>30W<\/li>\n\n\n\n<li>101 lm\/W<\/li>\n\n\n\n<li>24\u00b0 beam<\/li>\n\n\n\n<li>high CBCP<\/li>\n\n\n\n<li>narrow distribution<\/li>\n<\/ul>\n\n\n\n<h3 id=\"luminaire-b\" class=\"wp-block-heading\">Luminaire B<\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li>3,080 delivered lumens<\/li>\n\n\n\n<li>30W<\/li>\n\n\n\n<li>103 lm\/W<\/li>\n\n\n\n<li>60\u00b0 beam<\/li>\n\n\n\n<li>much lower CBCP<\/li>\n\n\n\n<li>wide distribution<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Total output?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Almost identical.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Project behavior?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Completely different.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Put Luminaire A above a merchandise display and you may get strong punch and contrast.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Put Luminaire B there?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soft wash.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Now reverse the application and try to light a broad office workplane uniformly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Different winner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is why I frankly believe&nbsp;<strong>lumen matching is one of the laziest ways to approve an \u201cequal\u201d luminaire<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Equal lumens don&#8217;t mean equal lighting.<\/p>\n\n\n\n<h2 id=\"candela-is-where-the-distribution-starts-talking\" class=\"wp-block-heading\">Candela Is Where the Distribution Starts Talking<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">People love lumens because the number is easy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Candela is less friendly.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More useful.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Luminous intensity tells you how strongly the luminaire sends light in a particular direction.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suppose two track heads both claim:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2,000 lumens<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fixture A has a center-beam candlepower of:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>18,000 cd<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Fixture B:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>7,500 cd<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Same lumens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Different punch.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">And on&nbsp;<a href=\"https:\/\/chineseledlight.com\/it\/track-lighting\/\">commercial track lighting<\/a>, that difference can completely alter merchandise contrast, aiming strategy, spacing and mounting-height performance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So when comparing substitutions, don&#8217;t stop at:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>lumens<\/li>\n\n\n\n<li>watts<\/li>\n\n\n\n<li>efficacy<\/li>\n\n\n\n<li>CCT<\/li>\n\n\n\n<li>CRI<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Look at distribution.<\/p>\n\n\n\n<h2 id=\"beam-angle-is-still-not-enough\" class=\"wp-block-heading\">Beam Angle Is Still Not Enough<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBut both are 36\u00b0.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I&#8217;ve heard that one too.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Beam angle usually identifies the angle between directions where intensity drops to a defined fraction\u2014commonly 50%\u2014of peak intensity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Useful?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Complete?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Two nominal 36\u00b0 distributions can have different:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>center-beam intensity<\/li>\n\n\n\n<li>field angle<\/li>\n\n\n\n<li>spill<\/li>\n\n\n\n<li>edge softness<\/li>\n\n\n\n<li>high-angle intensity<\/li>\n\n\n\n<li>asymmetry<\/li>\n\n\n\n<li>secondary rings<\/li>\n\n\n\n<li>cutoff<\/li>\n\n\n\n<li>glare characteristics<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">One gives a smooth commercial beam.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another gives a hard hot spot surrounded by an ugly halo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both boxes say:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>36\u00b0.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s why I want the photometric file.<\/p>\n\n\n\n<figure class=\"wp-block-image Like<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Here&#8217;s a real example worth studying.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A&nbsp;<strong>November 22, 2024 MaineDOT highway-lighting plan<\/strong>&nbsp;didn&#8217;t tell contractors to submit a similar-looking luminaire and hope for approval.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For an alternative LED luminaire, MaineDOT required, at minimum:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>IES LM-79-19 absolute testing report<\/strong><\/li>\n\n\n\n<li><strong>LM-80 testing report<\/strong><\/li>\n\n\n\n<li><strong>TM-21 projected lumen-maintenance report<\/strong><\/li>\n\n\n\n<li><strong>manufacturer IES photometric file<\/strong><\/li>\n\n\n\n<li><strong>photometric plot overlaid on the actual lighting-zone layout<\/strong><\/li>\n\n\n\n<li>light-loss-factor information<\/li>\n\n\n\n<li>optical specifications<\/li>\n\n\n\n<li>CCT<\/li>\n\n\n\n<li>driver details<\/li>\n\n\n\n<li>surge protection<\/li>\n\n\n\n<li>housing<\/li>\n\n\n\n<li>gasketing<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s serious substitution review.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Notice something?<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The alternative wasn&#8217;t being compared using one number.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">It was being evaluated as a system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exactly.<\/p>\n\n\n\n<h2 id=\"even-more-interesting-lm-79-24-now-exists\" class=\"wp-block-heading\">Even More Interesting: LM-79-24 Now Exists<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">There&#8217;s a timing issue commercial buyers should understand.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many 2024 project specifications still referenced&nbsp;<strong>LM-79-19<\/strong>&nbsp;because that was the applicable version when the specification was developed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">But IES now lists&nbsp;<strong>ANSI\/IES LM-79-24<\/strong>&nbsp;as the current edition, superseding LM-79-19. The 2024 revision includes changes to spectral testing, airflow considerations, electrical supply issues and the test-report outline.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So when a supplier sends:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">LM-79 report<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">check the edition.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Don&#8217;t automatically reject older valid test data\u2014project specifications may explicitly call for a particular edition\u2014but know what you&#8217;re looking at.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Standards move.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Tender documents lag.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s normal.<\/p>\n\n\n\n<h2 id=\"what-an-lm-79-report-should-let-you-verify\" class=\"wp-block-heading\">What an LM-79 Report Should Let You Verify<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Depending on the product and report scope, I want to find data such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>tested luminaire identification<\/li>\n\n\n\n<li>electrical input power<\/li>\n\n\n\n<li>input voltage<\/li>\n\n\n\n<li>power factor where reported<\/li>\n\n\n\n<li>total luminous flux<\/li>\n\n\n\n<li>luminous efficacy<\/li>\n\n\n\n<li>luminous-intensity distribution<\/li>\n\n\n\n<li>chromaticity<\/li>\n\n\n\n<li>CCT<\/li>\n\n\n\n<li>color quantities\/spectral data as applicable<\/li>\n\n\n\n<li>test conditions<\/li>\n\n\n\n<li>laboratory information<\/li>\n\n\n\n<li>test date<\/li>\n\n\n\n<li>report number<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Then I match them against the quotation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Exact model.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Not:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cSame series.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Exact configuration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If the report says:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><code>DL-35W-4000K-36D<\/code><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">and the quotation says:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><code>DL-30W-3000K-24D<\/code><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">you don&#8217;t have the same photometric product.<\/p>\n\n\n\n<p an existing measured configuration instead of physically testing every possible wattage, CCT or selectable setting.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That isn&#8217;t automatically fraudulent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A 2024 Miami-Dade project document included commercial luminaire photometric data explicitly noting that certain reported results were&nbsp;<strong>scaled from IESNA LM-79-08 test data<\/strong>, with the test report and corresponding source data identified.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Transparent.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s what matters.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If your file is scaled, ask:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>scaled from which tested configuration?<\/li>\n\n\n\n<li>what parameter changed?<\/li>\n\n\n\n<li>is distribution unchanged?<\/li>\n\n\n\n<li>what assumptions were used?<\/li>\n\n\n\n<li>is the scaling permitted for the class=\"wp-block-paragraph\">Change the lumen multiplier.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Change header information.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Rename the file.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Suddenly a casual buyer sees the project model and assumes it came directly from a goniophotometer.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">So I don&#8217;t treat possession of an IES file as proof of laboratory testing.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">I want traceability:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>IES file \u2192 LM-79 report \u2192 exact tested model \u2192 laboratory \u2192 production configuration<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s the chain.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Break the chain and confidence drops.<\/p>\n\n\n\n<h2 id=\"check-the-ies-header\" class=\"wp-block-heading\">Check the IES Header<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The contractor had to provide a&nbsp;<strong>photometric plot overlaid on the lighting-zone layout<\/strong>&nbsp;for the proposed alternative.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That&#8217;s exactly what I&#8217;d ask for on a meaningful project.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Because the statement:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cOur photometry is similar.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p
